Response from Swansea Bay University Health Board re early intervention and support services for families within the Health Board area
The Healthy Child Wales Programme outlines the interventions that Health Visitors cover during their visits.
In addition the Health Visitors in Swansea Bay offer training to all parents in Basic Life support.
Flying Start (Swansea)
· 12 out of 18 bases run weekly baby massage groups
· 5 run weekly ‘drop ins’ for parents
· We have weekly baby massage/yoga followed by parental well-being pram push in one setting
· One setting is currently delivering English lessons jointly with Gower college for the Ethnic community
· One setting runs parenting building blocks group which is a joint group delivering parenting Elkan as well as Health Visiting advice on a weekly rolling programme
· One setting runs a weekly parenting group for parents with children who have emerging additional needs
· Joint peri-natal groups are held with generic Health Visitors
· All settings have a parent and toddler group run by the Early Language team which the HVs attend to provide ad hoc advice

In addition to this the Health Visiting service also run three groups across the Swansea bay UHB area for women who have mild to moderate depression.
School Nursing
Any early intervention will be via the Health Visiting Services in the 0-5 age group.
As a service School Nursing are not yet involved in early intervention but they are, nationally, awaiting Welsh Government guidance and training in relation specifically to Early Well-being and Mental Health issues.
Susan Jones, Lead Nurse School Nursing & Looked After Children is also currently involved with ACEs Hub colleagues in drafting bespoke ACEs training for School Nurses nationally.
The Health Board are also currently working with both Neath/Port Talbot and Swansea Local Authorities to develop a new integrated referral process across the region which will encourage partner agencies to have the “what matter’s conversation earlier with families
Neath/Port Talbot Local Authority
Flying Start – we deliver the key elements of the programme (childcare, health visiting, parenting, speech and language) and also additional support through midwifery, supporting young mums, and also Education Psychology, helping to identify and assess early those children with ALN.
Families First – our Families First programmes commissions a number of services to support children, young people and families, namely:
· Team Around the Family – providing multi-agency, co-ordinated support following a whole-family assessment.
· Parenting support – informal and formal parenting courses for parents of children of all ages – group based and 1:1- drop in sessions, engagement activities
· Youth support services – young carers support, speech and language youth club, 1:1 caseload, holiday provision
· Domestic abuse services – providing support for children and families experiencing or affected by domestic abuse
· Home support – practical family support sessions delivered in the home.
· Alcohol and substance misuse support – for children misusing or at risk of misusing substances. This also includes delivery of preventive messages through primary schools.
· Support for children, young people and families affected by disability:
o Service for parents and families – pre and post diagnosis support for families, including the provision of strategies for managing behaviours etc., peer support, emotional support for parents and siblings following diagnosis
o Service for children and young people with a disability – early years group for parents and children aged 0-3, social activities for children aged 5-25 (various age groups), independent living skills for young people, transition support
· Emotional and mental wellbeing services – therapy and counselling for children, young people and parents, also bereavement support.
EIP Panel - In April 2018, EIP panel was introduced to help ensure that families access the most appropriate support as quickly as possible. Referrals (including self referrals from families and those from agencies) are made to our single point of contact (SPOC) and screened by a social worker. Those requiring support from an EIP service are directed to our weekly EIP panel meeting for discussion. Families First services and TAF receive their referrals via panel and other agencies attending panel take referrals where their service is the most appropriate support. Membership of panel is made up of: Families First programme rep; Families First Parenting, Youth and Disability Co-ordinators; Wellbeing Team; Flying Start Parenting; SPOC CAMHS rep; Health Visiting; Youth Offending Team.
Multi-agency Early Intervention Support – a number of EIP multi-agency models are developing, including:
o School based models – led by schools, identified children and families are discussed in order to identify EI support that can be accessed, or activities that can be provided through the school to target families in need.
o Community based model – a pilot Children’s Community model is developing in Sandfields West, co-ordinating services and activities for the benefit of local residents. There are identified aims around school readiness and mental health, and the co-ordinator for the model is engaging with residents to continue to identify and respond to needs. A multi-agency group will drive this forward.
Childcare Offer – the Childcare Offer for Wales is being delivered across the whole county, providing funded childcare for working families. This includes children requiring SEN support; we also offer supported access to childcare for children with disabilities/SEN outside of the childcare offer, with applications being made to our Early Years and Childcare Team.
Systems Change – NPTCBC is currently reviewing systems in order to better co-ordinate support services for families, through the First 1,000 Days and also as a pathfinder authority for the Early Years Integration programme with WG.
